Say they live in Canada, Britain or the US, and they use their HK ID card to return to HK, and they can apply a "Mainland Travel Permit for Hong Kong and Macau Residents" or traditionally called 回乡证 from China Travel Service, and use that to go China. The HK immigration department turns their eyes on this, since they don't check HK residents for their other citizenship.
