The passenger is flying anyway. However, knowing he PROBABLY can get the ticket at discount, instead of purchasing the ticket at full price, he takes the chance at the airport.

Only this type of scenario represents opportunity loss to the airline.

That's why XunZheng further elaborated the pros and cons of airline in doing so. The intent was for airline to liquidate the unused seats. But the consequence is passenger taking advantage of it and incur opportunity loss to the airline.
