But there are some grey areas. For example, in the WW2, the bombing of Germany's Dresden, the bombing of Japan's Tokyo are aimed at causing civilian casulties. So you can say these are terrorism. However, people who disagree can argue that it's strategic action aimed at disturbing the enemy's war machine. But then the modern day Bin Laden's can use the same excuse.
