Survey does not mean that you can directly translate other people's paper and then put it in your paper. It is academic misconduct definitely.

PS: I am a Chinese student in US for PhD in the field of wireless sensor networks. If this kind of paper appears in US, the student can never get his degree. I am very very sure about that. Be careful!
